No-Snow Not a 'Disaster' In New York
New York state's Emergency Management Office said this week it wouldn't lobby the U.S. Small Business Administration for low-interest loans for ski areas and other snow-related businesses. The businesses in two counties in the state asked New York for the assistance because of the disasterous lack of snow for most of this winter. Guidelines drawn up by the federal government in the 1980s prevent disaster declarations based on snowless winters.
