I have skied Val Cenis for 6 years. I found the lessons and beginners slopes great. They have been improved and extended over this time. There may not be any night life here, but I go to ski not party. There is a free bus to take you up to the various parts of the village. Plenty of lifts and even a lift to take you over to the next resort.
The slopes are kept in first class condition what ever the weather.
I normally go mid January. Have had fab weather every year. Yes it gets a bit cool in the shade, but thats if you are standing about doing nothing. If that is the case there are plenty of cafe's to top up with yummy hot chocolate.
If you want to go posing then this is not the resort for you. It is a practical place with great skiing and super bars and restaurants.
