Governor Jerry Brown said, "While I appreciate the value of wearing a ski helmet, I am concerned about the continuing and seemingly inexorable transfer of authority from parents to the state. Not every human problem deserves a law."
Groups who supported the bill criticised the governors decision saying that scientific evidence was that helmet wearing saved lives and that the bill was supported by the Californian ski industry.
So far in North America only the US state of New Jersey has passed a law requiring children to wear helmets on the ski slopes. Similar laws have existed in Italy and France for several years.
